You can definitely make oversea transactions with PayCEC.
Just make sure to select “Accept Non-3DS Card” in the merchant settings, otherwise, your account will not allow overseas transactions.
It’s worth noting that for security reasons, all PayCEC vendor accounts are set to accept 3DS Card by default.
